Notwithstanding provisions of Section 33 of the Standard Traffic Ordinance for Kansas Cities, it has been determined that there exist special hazards in the following streets or parts of streets requiring a lower maximum speed limit than is provided in Section 32 of the Standard Traffic Ordinance for Kansas Cities. The special speed restrictions are as follows:

(a)   Laurel Street from Second Avenue East to the city limits, 35 miles per hour,

(b)   From the intersection of Rock Street and Tenth Street to a point 1,584 feet, 35 miles per hour,

(c)   Beginning at a point 1,584 feet East from the intersection of Rock Street and Tenth Street to 3,700 feet East, 45 miles per hour,

(d)   Beginning at a point 3,700 feet East from the intersection of Rock Street and Tenth Street to the city limits, 55 miles per hour.

(e)   School zones 20 miles per hour during the hours of 7:00 a.m. to 8:45 a.m. and 3:00 p.m. to 4:00 p.m., on those days when school is in session.

(f)   10 miles per hour in all parks.

School zone is defined to be the area within a two block radius of any school.

It shall be unlawful for any driver or operator of any vehicle to make a U-turn at the following intersections:

(a)   Second Street and Rothsay Avenue;

(b)   Second Street and Concord Street;

(c)   Second Street and Rock Street;

(d)   Second Street and Mill Street;

The city shall establish traffic signs on the above corners to that effect.

The following intersections are hereby designated as stop intersections:

(a)   Entering Rothsay Avenue from East on First Street,

(b)   Entering Rothsay Avenue from East on Second Street,

(c)   Entering Second Street from North on Rothsay Avenue,

(d)   Entering Second Street from North on Argyle Avenue,

(e)   Entering Second Street from Delia Avenue,

(f)   Entering Concord Street from East on Third Street,

(g)   Entering Concord Street from West on Third Street,

(h)   Entering Fifth Street from either North or South on Sheridan Street,

The following described streets in the city of Minneapolis, Kansas, are hereby designated as one-way streets in the directions indicated; Delia Avenue for north-bound traffic from Third Street to Fourth Street; Fourth Street for east-bound traffic from Delia Avenue to Argyle Avenue; and Argyle Avenue for south-bound traffic from Fourth Street to Third Street.

No person shall stop, stand or park a vehicle except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control device on the following designated:

(a)   Fifth Street the North side thereof between Rock and Elm Street,

(b)   Fourth Street the South side thereof between Rock Street and Delia Avenue,

(c)   Laurel Street either side upon the roadway thereof between Rothsay Avenue and the East city limits,

(d)   First Street between Sheridan Street and Rock Street,

(e)   The South side of Vine Street from the railroad right-of-way East to Rock Street,

(f)   Upon the East side of Elm Street from 164 feet North of Eighth Street to Ninth Street,

(g)   On the West side of Argyle Avenue from Eighth Street to Ninth Street,

(h)   On the East side of Concord Street between the alley located between Third Street and Fourth Street to Fourth Street,

(i)    On the West side of Rock Street between First Street and Vine Street,

(j)    On the East side of Concord Street from Fifth Street to Eighth Street,

(k)   On the East side of Mill Street from Second Street to Third Street,

(l)    The West side of Delia Avenue between Second Street and First Street,

(m)  On the West side of Woodland beginning at the corner of Woodland and Sixth Street and proceeding south 90 feet,

(n)   On the North side of Fifth Street from Rothsay to Woodland,

(o)   Along the East side of Woodland running from the Minneapolis High School parking lot North to a point adjacent to the South side of East Sixth Street. This area shall be designated as a school bus loading zone,

(p)   On the West side of Rock Street from the North side of Ninth Street North 72 feet,

(q)   On the East side of Delia Ave. between Third Street and Fourth Street, between the hours of 7:30 a.m. and 8:30 a.m. and between the hours of 3:00 p.m. and 4:00 p.m. on days in which the school is in regular session,

(r)    On the East side of Third Ave. between Fifth Street and Seventh Street,

(s)   On the South side of Fourth Street from the East side of Delia Avenue East 173 feet. This area shall be designated “No Parking Loading and Unloading Zone Only.”

(t)    On the East and West side of Woodland Street running South from the southern edge of Seventh Street 161 feet.

(u)   On the South side of First Street from Rothsay Avenue to Rock Street.

(v)   On the North side of Sixth Street from Sixth Street and Woodland Avenue thirty-four feet (34’) West.

It shall be unlawful to park any vehicle or combination of vehicles having an overall length in excess of twenty (24) feet, except for the purposes of loading and unloading upon the streets of Minneapolis except that the Chief of Police or his agent shall have authority to issue a temporary permit to park a vehicle in excess of twenty (24) feet, said permit shall be valid for not more than twenty (24) hours.

No person or persons shall park any vehicle or combination of vehicles having an overall length in excess of eighteen (18) feet upon that portion of Second Street between Mill Street and Rock Street at any time and unloading without first obtaining a permit to park on said street from the governing body of the city.

(a)   All vehicles traveling on county designate road 426A, also known as state designated highway A3518, shall come to a complete stop before crossing the Union Pacific Railroad tracks crossing said road in the western part of Minneapolis.

(b)   Any driver failing to come to a complete stop at this railroad crossing shall be penalized as set forth in Article 4 of this chapter.

There shall be no parking on the following streets between 2:00 a.m. and 5:00 a.m.:

(a)   Second Street between Rock Street and Mill Street

(a)   It is unlawful in the City of Minneapolis, Kansas, for a vehicle owner, property owner, resident or tenant to allow a motor vehicle (as defined in Article 1 of the Standard Traffic Ordinances of Kansas Cities, edition of 2006) to be parked on the portion of a premises, (upon which is located a residence), between the street and the front setback line of such residence facing such street, commonly referred to as the yard, unless the area used for parking is in compliance with the zoning regulations of the City of Minneapolis, and is improved with concrete, asphalt, gravel or similar hard surfaces. Each day during which a violation of this section continues shall constitute a separate offense.

(b)   In any prosecution charging a violation of this section, proof that the particular vehicle described in the complaint was in violation of this section, together with proof that the defendant named in the complaint was at the time of the violation the registered owner of such vehicle, shall constitute in evidence a prima facie presumption that the registered owner of such vehicle was the person who parked or placed such vehicle at the point, and for the time during which, such violation occurred.

(c)   A violation of this section shall be punishable by a fine of $100.00.

(d)   The city council or city administrator may determine that the provisions of this section are not to be enforced for a specific location or locations for activities designated by the city council or city administrator for periods of time not to exceed one week.
