There is hereby created a city park board to be composed of five (5) members who shall serve without compensation.

One of said members shall be the mayor or councilman appointed by the mayor, who shall be ex officio chairman of said board; and the members of said board shall be appointed by the mayor for a term of two (2) years unless sooner removed by the mayor. Said appointments shall be approved by the city council.

The members of said board, other than the mayor or councilman, shall be resident taxpayers of the City of Minneapolis, Ottawa County, Kansas.

The parks with the exception of the Golf Course of said city shall be under the control and management of the park board who shall make suitable rules and regulations for the care and government of such parks, and are hereby authorized to provide penalties for violation by any person of the rules and regulations so made, said park board shall make an annual report of its proceedings and the condition of the parks of the city to the city governing body in the month of January of each year.

No person shall, within the city park or any other park in the City of Minneapolis, pursue, injure, trap, capture, kill, destroy or have in his or her possession living or dead any tree squirrel (fox, gray or black squirrel) or any wild song or insect eating bird or birds. Any person who shall violate any of the provisions of this section shall, upon conviction thereof, be fined in any sum not less than twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00).

(a)   Except as provided in paragraph (b) the city park shall be closed between the hours of 11:00 o’clock P.M. and 6:00 o’clock A.M.

(b)   A permit may be obtained from the chief of police authorizing access to the park between the hours of 11:00 o’clock P.M and 6:00 o’clock A.M.

(c)   Golf Course Hours: After sunset until sunrise, no one shall be on the course other than scheduled approved events (i.e.; Glow Ball Tournament, Fourth of July Fireworks Celebration).

There is hereby established, a camping fee of $10.00 for overnight camping in the city park. Money raised from said fee shall be placed in the special parks and recreation fund.

Tent camping shall only be allowed in the City Park in the area designated for tent camping. There shall be no charge for said camping. The maximum time for camping shall be 10 days during any 60-day period.

Any person violating the provisions of this article, shall, upon conviction thereof, be fined not more than five hundred dollars ($500.00), or be imprisoned for not more than thirty (30) days, or be both so fined and imprisoned.
