There is created a city planning commission for the City of Minneapolis, to consist of thirteen (13) members; at least ten (10) members who shall be taxpayers of the City of Minneapolis, Kansas, and at least two (2) members who shall reside outside, but within three (3) miles of the corporate limits of the city.

The members of said commission shall be appointed by the mayor and with the consent of the council. The members of said commission shall serve three (3) year term, as provided by K.S.A. Chapter 12, Article 7 as amended, and shall serve without compensation for their services.

The planning commission shall serve as the board of zoning appeals.

Said commission shall have all the authority as set forth in K.S.A. Chapter 12, Article 7, as amended.
