The City of Minneapolis, Kansas is hereby authorized to charge sewer users who are outside the corporate limits of the City of Minneapolis an amount in lieu of tax payment for the use of the sewer.

That said in lieu of tax payment shall be in an amount equal to the amount of taxes assessed property owners living inside the city limits for the cost of the sewage disposal facility.
