No person shall be eligible for the office of council member who is not at the time of election an actual resident of the ward from which elected. The City of Minneapolis is hereby divided into three (3) wards as follows:

(a)   The first ward shall include all that portion of the City of Minneapolis lying south of Second Street.

(b)   The second ward shall include all that portion of the City of Minneapolis lying north of Second Street and west of Elm Street north of Fifth Street and west of Delia Ave. south of Fifth Street.

(c)   The third ward shall include all that portion of the City of Minneapolis lying north of Second Street and east of Elm Street north of Fifth Street and east of Delia Ave. south of Fifth Street.
