The mayor shall appoint, with the approval of the city council a library board for the library of the City of Minneapolis. The library board shall consist of seven (7) members to be appointed in the manner and for terms provided by law and the mayor of the city who shall be ex officio, a member of such board with the same powers as appointed members.

The library board shall annually meet and organize by the election of a chairman, a secretary and a treasurer and such other officers as they may deem necessary. The board shall fix the date and place of its regular meetings and special meetings may be called by the chairman or upon written request of a majority of the members in the manner provided by law.

The library board shall be responsible for the general operation and maintenance of the city library and shall make and adopt rules and regulations for the regulations for the administration thereof.

It shall be unlawful for any person to willfully injure or damage any building occupied by the city library or to willfully injure or destroy any book, map, chart, magazine, picture, statuary or other Personal property belonging to or under control of the city library.

It shall be unlawful for any person to take from the city library or any premises thereof any book, map, plat, chart, picture, other personal property belonging to or under the control of the city library except with the permission of the librarian or person or persons in charge thereof, and in compliance with the rules of said city library or to retain such book, map, plat, chart or other personal property in his possession or keep the same out of said city library for a longer period of time than that designated on each book or date card.

Any person violating the provisions of this article shall, upon conviction thereof, be fined in any sum not exceeding one hundred dollars ($100.00).
